Fisheries Officer – Category 1

About the Position

The Fisheries Officer - Category 1 will be part of a larger team working in COMRED project areas. The officer will be in charge of the implementation of fisheries projects involving planning, coordination, documentation, and reporting within the approved scope of work, budget, and set deadlines. He/she will be expected to provide technical support and occasional basic training to field teams in aspects of fisheries management including data collection and management.

Who we are looking for

A self-driven individual who is open to new areas of learning and can demonstrate experience in building effective working partnerships for conservation and development. The applicant should be knowledgeable about small-scale fisheries, conservation of marine ecosystems, and community development, specifically demonstrate practical experience of community-based conservation and development initiatives in Kenya. An independent thinker that is able to work in a team to solve complex problems in challenging and dynamic situations.

Duties and Responsibilities

Specifically, the Fisheries Officer - Category 1 will undertake the following tasks in consultation with the Program Manager and Technical Advisor. 

Technical support, training, and project operations 
  • Ensure mobilization of key stakeholders and beneficiaries for meetings, events, and trainings;  
  • Draft individual activity work plans and budgets, including sourcing quotations for goods and services; 
  • Ensure compliance with laid down financial expenditure control procedures and financial expenditure guidelines by donors including reporting requirements; 
  • Undertake financial and technical reporting with strict adherence to reporting timelines; 
  • Undertake timely implementation of fisheries activities, including but not limited to the following: 
  • Participate in designing relevant trainings, awareness sessions, and meetings for community beneficiaries and lead their implementation; 
  • Where required, undertake mentorship and guidance for community beneficiaries; 
  • Oversee fisheries data collection and information management aided by an Integrated Knowledge Management System; 
  • Undertake regular follow-up actions amongst community beneficiaries and report appropriately at the earliest time. 
Monitoring, data management, and feedback 
  • Lead and ensure data is accurately captured for reporting and documentation from the project team. 
  • Assist the Program Manager in undertaking set evaluation timeframes, regular monitoring and progress reporting from project activities in line with set milestones, and follow-up to review progress through feedback sessions with stakeholders. 
Documentation & communication 
  1. Contribute to documenting key learnings and best practices. 
  2. Provide input to project proposals with the guidance from the Technical Advisor. 
  3. Contribute to effective and up-to-date communication and visibility of project activities in liaison with the Program Manager and Communication Officer. 
  4. Undertake any other duties assigned by the Program Manager. 

Qualifications

Technical 
  • A Bachelor’s degree in Fisheries is a must and a Master's degree in related fields. 
  • A minimum of five cumulative years’ experience working with coastal fisher communities. 
  • Proven experience in technical reporting and convening stakeholder meetings and workshops. 
  • Reasonable knowledge in adult learning, education, and extension. 
  • Competent in data and information management including use of modern technology. 
  • Reasonable knowledge in adult learning, education, and extension. 
  • Knowledge of basic accounting procedures. 
Communications 
  • Fluency in English and Kiswahili (required). Knowledge of local coastal languages is an advantage. 
  • Excellent writing skills, with a proven track record in report writing. 
  • Excellent communication skills and ability to give strong public presentations. 
  • Experience in delivering training, both to groups and one-on-one.

Reporting

The Fisheries Officer - Category 1 shall report directly to the program manager.

Working hours

  • Official office working hours are from 8:30 am to 5:00 pm., Monday to Friday except for official public holidays. 
  • Field working days and hours will depend on the nature of the assignment.
