MONITORING, EVALUATION AND LEARNING (MEL) OFFICER

About the Position

We are recruiting a Monitoring, Evaluation, and Learning Officer (MEL-O) to support our rapidly growing work in coastal Kenya. This position will be based in Mombasa with regular travel to the field. The MEL-O will support the organization’s Monitoring, Evaluation, and Learning (MEL) functions and provide technical assistance on MEL practices to field teams. The MEL-O will be expected to provide basic training and technical support to field teams in all aspects of assessing and monitoring COMRED’s projects on fisheries management and governance, marine conservation and ecosystems restoration, alternative livelihoods and value addition, and community eco-credit schemes. The MEL-O will also be pivotal in designing MEL frameworks for COMRED projects.

Who we are looking for

A self-driven individual who is open to new areas of learning and can demonstrate experience of building effective working partnerships for conservation and development.

An individual knowledgeable in small-scale fisheries, conservation of marine ecosystems and community development; possess experience in project monitoring and management, data management, excellent communication skills and partnership building; and an independent thinker who is able to work in a diverse team to solve complex problems in challenging situations.

Duties and Responsibilities

Technical support & training

·       Assess COMRED’s MEL capacity building needs and develop training plans for staff.

·       Establish MEL frameworks and monitoring & evaluation plans of key indicators with support from the Technical Advisor and Programs Manager.

·       Provide on-site training to the field program internal team in conducting participatory impact monitoring.

·       Support field teams in creating monitoring tools, data entry forms (using mobile monitoring where possible and data dashboards where applicable).

 

Monitoring, data management and feedback

·       In liaison with COMRED’s data management officer, ensure information from analyzed data is ready to share with external partners, funders and government agencies in the appropriate formats.

·       In liaison with COMRED’s data management officer, ensure projects’ data dashboards are regularly updated and made accessible to project teams to inform decision-making.

 

Documentation & communication

·       Provide MEL related input to project proposals including review of; MEL activities, indicators, log frame, and associated budget, with the guidance from programs manager.

·       Assist with internal evaluation and documentation of projects, annual milestones, progress and reporting from project activities.

·       Ensure data is accurately captured for reporting and documentation.

·       Lead in building MEL and the Knowledge Management System.

·       Contribute to evaluating and documenting key learnings and best practices from MEL.

·      Contribute to effective and up-to-date communication and visibility of project activities in liaison with the Programs Manager and Communications Officer.

Qualifications

Technical

·      Graduate level qualification in relevant subject (resource management, community development, statistics, economics, development studies, or related fields).

·      Certificate in Monitoring and Evaluation and Learning.

·      At least 3 years cumulative practical experience in monitoring and evaluation work for natural resource management or development projects.

·      Demonstrable capacity to undertake data collection independently as well as part of a team.

·      Strong analytical skills, and experience in data management and interpretation.

·      Excellent knowledge of MS Office.

·      Knowledge of Android data collection systems, ideally including Kobo Collect app, ODK etc.

·      Technical skills in data processing and analyses using statistical software such as SPSS, Stata, Python, R and MS Excel etc. is an added advantage.

·      Experience in fisheries management and governance, marine conservation and ecosystems restoration, alternative livelihoods and value addition and community loans and savings schemes is an added advantage

Communication

·      Fluency in both English and Kiswahili is a mandatory requirement.

·      Excellent writing skills with a proven track record in report writing.

·      Excellent communication skills and ability to give strong public presentations.

·      Experience of delivering training, both to groups and one-to-one.

Reporting

The Monitoring, Evaluation, and Learning Officer shall report directly to the program manager. The period for the assignment is 30 working days spread over six months.

Working hours

  • Official office working hours are from 8:30 a.m. to 4:30 p.m., Monday to Friday except for official public holidays.
  • Field working days and hours will depend on the nature of the assignment.
